17 Failover IP Orders from OVH Cancelled

I have been Ordering Failover IP's from OVH for the last 3 weeks and they still deny my orders, I have tried other payment methods including what i have been using and paid when i purchased my Rise 1 Dedicated server and its 2 Additional Failover IP's but now 17 Orders and including 1 VPS are all cancelled.
