3-AZ region more expensive than 1AZ regions?

I've noticed some points in 3AZ region (Paris):

• no mysql essential, only business or enterprise (384€ or more), the same for other managed databases
• no discovery Virtual Machines, only general purpose (26€ or more) or other non-discovery
• no free kubernetes, only standard that cost 65€

are these "cheap" services something that will appear sooner (or later) in Paris?

Or the ratio is: Paris 3AZ is for costly business and the other 1AZ regions are cheaper workload?
