Cloud Archive + Rsync

Has anyone used Cloud Archive storage with rsync? Specifically, I am curious about how running rsync with --delete works and how update detection works.

Because it can take an indeterminate amount of time to retrieve I am curious if the storage implements the generator correctly, or if all files are always assumed new and sent. My use case is one where I have a set of infrequently changing files I wish to backup. Therefore using rsync just sends changes and makes deletions as needed.
