Dedicated Servers Not responding to users

So, I am having an issue with dedicated servers on my tower at the moment, so users aren't able to connect to servers that use steam. One user was able to connect to a Minecraft server but not our Valheim server. I can provide any info needed to help. We use windows server 2019
