Horizon error when creating new user, "Unable to create this user: You are not allowed"

Getting "Unable to create this user: You are not allowed" when I try to create a new OpenStack user.
I had this before on an old account and it took 2 weeks to get sorted.

Any ideas on how to fix it without support?
