Hosting button disabled

Hi,
I am new here and I want to host(upgrade) a website. The person who owns the account I am using has a website hosted here. He is not the one who created the account but he told me that he pays regularly for the hosting.
When I reach here https://www.ovh.com/manager/web/index.html#/configuration after logging, I notice that the hosting button(at the left margin of the page) seems to be disabled. So I don't know if it is disabled because the account has not paid for web hosting or any other reason.
Please help.
