Problem with page display and access to Wordpress

Hi. I have a problem with a site that's based on Wordpress. It's been displaying data without images and css. Also, there is no access to the wordpress admin panel. No changes have been made lately. I tried to restore a copy of the database and upload a copy of www files via ftp but it didn't work. How to fix this problem?
