VPS - How to create a new "technical contact" with own password and login

I have to assign the technical management of the VPS site to the webmaster. I would like to create a new "technical contact" that allows my technician only to upload files, manage installations of Laravel, Vues etc. on the VPS, etc.. but which does not allow you to change anything at the administrative level of the VPS. The technical contact should have his own password and login. How to do it? I tried to change the contacts but I can't. Thanks in advance.
