Probably the settings of the database do not match the ones mentioned in your wp-config.php.
There are 4 parameters that must match
* database name
* login
* password
* server name
Due to the long response time before popping the error message, consider that the servername is wrong, then check the other 3.
We have added below information in my config file
host = cs155964-001.privatesql:35669
database name = pimpyourtone
user name = pimpyourtone
password = 7s5bfJNBexWTmyy4
