I can not access some websites from my vps

hi, i have 2 ovh vps (Germany)
from my **vps1 (windows)** i can not connect to my other **vps2(ubuntu)** ,
from my **vps1 (windows)** by browser(firefox) i get this : The connection has timed out.
from my **vps1 (windows)** by ping(command line) : i get this : Reply from xxx.xxx.xxx (**vps1** ip): Destination host unreachable.
but
from **vps2** i can connect to my **vps1**

i tired disabling firewalls on both vps , since 2 months yhe same , i bought another vps but result the same.
from my **vps1** i can connect to another websites and can connect to my another windows vps(vps).
i can connect to my **vps2** from everywhere except from **vps1**

i sent ticket 3 times to ovh but they said no server side blocking on your ip.

why i can not connect to from my other vps1 to vps2?
