Are there turn-key web hosting offers meeting these needs?

Hello, we are trying to install the latest Prestashop version 8.1.1 for our website on a mutualized server with a "Pro" offer but at one point we encounter an error stating that we need to unrestrict the access to Zend OPcache's API for which we would need to modify the php.ini parameter "opcache.restrict_api".
We tried to modify it using a ".user.ini" file but it doesn't seem possible to modify it that way.

So right now we are looking to rent another type of web server so we can use our website.
Does anyone know if there are mutualized type of hostings allowing to access the Zend OPcache API or rather to use the latest version of Prestashop?

If not, do you know if there are turn-key offers for dedicated servers or VPS servers, in the sense that we would not need to get our hands dirty by setting up the server, not need to get to grips with all the aspect of securing such server, not need to update it resulting in things breaking up, but still allow for some configurations as "php.ini"?
