Can't select my country at check out page

Hi! I'm trying to buy a domain name. I'm currently in Portugal but I'm dutch and my business is registered in NL too. At the check out page I only get the option to select Portugese speaking countries as country of residence. How can I change this (i don't have a VPN)?
