hello i want to know what is the max quota for new users in the public cloud right after you provide a payment method because i need atleast 16 gb ram 4vcpu and 500 gb nvme ssd is that possible or the limit is under that ?

To see the quota / allowed resources, you can go to the PublicCloud, create a project and open the Horizon (Openstack) interface. There you will see.. at least I have limit of 3 instances, 6 vCPU, 24GB RAM, 30GB of volume.
So if you need 500 GB fast local storage, you may need to ask for quota increase (or - maybe using a fast object would an option?)
