How do I limit upload_max_filesize? PHP.ini method not working

Hi!
I'm trying to limit upload_max_filesize from default 128M to 3M.
I've tried doing that in php.ini and user.ini and nothing has changed.
When I try to do that in .htaccess file I'm getting internal server error

When I check phpinfo.php it always say 128M

I'm using wordpress and already tried to limit it there in functions.php but with same result.



I have hosting plan: Pro 2014 with php 8.1
