Certain Open Source project needs OpenStack-based cloud to operate. It is the project user/operator/administrator whose responsibility is to provide cloud needed for project operation. Implementation details of the project are unknown. Just couple of requirements to be fulfilled were published by project development team: number of floating IPs and the names of OpenStack services.
That means OpenStack-based cloud needs to get deployed to physical layer before this O.S.-native project can be deployed to cloud.
I guess project uses OpenStack native API to create and manage instances, network, storage, etc.
