Does OVH accept IRCd on thier VPS, and what does it not allow and does it offer Anti DDoS filtering and respects fully the privacy of the product and that the USERS as .. can he implement thier own TERMS of USE!

Depending which subsidiary you are registered with the terms can be different due to different governing laws. For example if you are registered with OVHcloud Ireland, you can find all contracts including the data protection and sub processors here: https://www.ovh.ie/support/contracts/
As per the "Special conditions for Virtual Private Servers (VPS)":
"The Customer acknowledges that for security reasons, certain features, uses and protocols (such as IRC or P2P file sharing) are likely to be limited by the Service. Anonymisation services (Proxy) and cardsharing (CCCam or similar) are not permitted on the Service."
This is applicable on all OVHcloud services.
