I’m happy to try to stay positive, but I remain on guard.
The announcement of the increase references a blog post about support improvements:

Even though the 100% increase is right around the corner, the blog article is full of lofty wishes… all phrased in the future tense, and, above all, without a due date, so I have to interpret all this conditionally.
So we would have the possibility to request assistance (≠ incident ticket) and also get a 24/7 response? That’s a revolution for your not‑so‑tech‑savvy target audience.

Is it possible to migrate to the Starter offer if my personal hosting is less than 1 GB?

But I'd like to have a confirmation.
Do I need to close my account, open a new one, transfer the domain name to perform the migration?

I recently signed up for a Starter plan (around €14, I think), but quickly upgraded to Perso for about €30 extra.
Then I back‑tracked and cancelled the Perso upgrade… and now I can’t reactivate the Starter. Logically, you’d expect it to be automatic, but apparently OVH didn’t foresee this scenario. So I had to get a refund for the Starter that was broken.
Anyway, even though your situation is a bit different from mine, if I were you I wouldn’t count on being able to easily migrate from a Perso plan back to Starter.
No need to close your account.
It would be possible to purchase a starter hosting plan without a domain name, then attach the current domain to that hosting. (Max 1 domain per starter hosting)
It requires a bit of technical work: copy the contents of the database and FTP to duplicate them on the new hosting, update the passwords (if the site is installed on a CMS). OVH does not make the task easy (I suppose it’s not financially interesting for them).

Has anyone managed to renew their contract at the current rate? I tried today (yet well before 01/06) and the rates applied are already the new rates ...
I did renew my personal hosting contracts about fifteen days ago at the old rates.
I opened a support ticket on Sunday 31/05, specifying the bug with the pricing, and I received a reply the next day telling me to renew and that I would be refunded the difference.
I did what was necessary, but the response is already turning sour, indicating that I renewed after 01/06…!
