I don’t think so.
I’ve never seen in the OVH manager, when ordering a shared hosting such as a starter personal plan, the option to choose the cluster.

No, that's not possible.
However, when recreating a hosting it will end up on the current delivery cluster (which varies depending on the plan chosen).
Why is this needed?

Where have you seen that there is no limitation (of what)? And what do you mean by “shorter connection time”? If you can set up a scenario we’ll all get aligned with you and try to find a solution.

Perhaps by tweaking the IP addresses of your cluster (via your domain's DNS zone) and making it appear in another country, the throttling would appear or disappear...

We need to know on what criterion your client throttles, or not.

As of now, it is the STARTER offers that are delivered to cluster121 (formerly named cluster021). This may change over time, and we plan to merge the clusters to homogenize them in terms of size.
