The title speaks for itself, but I'm curious whether there are any "safe" webhosts out there who don't record visitors' IP addresses or other information that I wouldn't feel comfortable including in my privacy policy.
Where would I even host my website, for instance, if I had a privacy policy that stated, "We don't gather any personal data, period"?

You should better rent a dedicated host.
On a shared service, the hosting company will certainly gather statistical data in order to prohibit that a user takes too much resources and offend the other users.
They will collect the logs of the webserver, and possibily produce statistics about the visitors by continent, country, browser, display size, and so on.
