IP Network Announcing problem / BGP - Very low bandwith performance / High latency

We use Dedicated Servers on OVH / Canada.
One thing i noted is about the the network/cdir. When 51.xxx the traffic is sended to EU and then back do EUA. When 198.xxx, the latency is much better (80ms less) and connection is very good speed.
So, why OVH is offering this Network/CDIR on CA and routing wrong to other country ?.
I use mtr to prove the concept. Two IP additional services active on the same server. One 10 steps to destination (198.xxx) and the other 14 steps (51.xxx).
Please, somebody in OVH must see that. My ticket number is 1809045.
