Trying to create a new page with the same name in .php, SURPRISE, the spot is already "occupied" and unassignable with an empty page but rich in CSS

I don't quite understand your problem. You made a site "hand-made" and you are probably the author of what's there.

Indeed, and that's on me, the PHP page wasn't functional and the spammy CSS seems to be coming from the browser rather than the server.
