Importing an SSH Key

I have been trying to follow a guide for creating and importing an SSH Key:

The key has been created but I am unable to advance to the import step.

Supposedly I have to click on Public Cloud, and then I would see on the left-hand menu the INFRASTRUCTURE menu.

After clicking on Public Cloud, what I got was a prompt for a payment mean, and eventually ended up paying 10€ + VAT for credits, which I have no idea what they are used for.

Most importantly, even after buying these credits, I still cannot see the INFRASTRUCTURE menu, and therefore cannot go any further. Bottom line: what the guide shows is not the same that I can see. Hence, I cannot go any further.

Sir,
I deleted the 'project' (which I stil have NO idea what it is, and most importantly WHY I need it) because it didn't make any difference. That is, after creating the project (whatever that is), I still could not complete the steps shown in the document, because I could not see on the left-hand side what the document says I should see.

Anyway, I attempted to create another so-called 'project' (whatever that is), and the system asked my to pay TEN EUROS AGAIN for "credits" (whatever that is, I have no idea). So, apparently the system already 'forgot' the ten-euros worth of 'credits' that I just paid, and wants me to pay ten additional Euros. That can't be.

If the system cannot 'remember' that I just bought ten-Euros in 'credits' (whatever that is) then I should get a REFUND to my paypal account (same I used to pay).

This is the only provider of which I've heard in which adding an SSH-key costs at least 10-Euros in 'credits' (whatever that is), which I have no ideas why I need, since I have ALREADY PAID for my VPS until early NEXT YEAR.
