When you buy (or merely rent) a VPS, you are the sole administrator.
Probably phpmyadmin is not installed unless you have installed a panel for administration.
In either case OVH is not in position to help you.
When renting the VPS, you have signed a contract where you claim to have the rquired expertise in managing and administering a server.
